— The Reality of Creative Destruction and Future Creation
— AI Is Not a Substitute for Labor, but the Engine of Civilization

1. AI Is Not “Technology” — It Is “Civilization”

To speak of AI merely as “technological innovation”
is like calling the steam engine of the 19th century a “useful machine.”

AI possesses the power
to reshape the very structure of civilization.

  • The value of time
  • The production of knowledge
  • Investment in the future
  • The speed of creation
  • Institutional design
  • Social decision-making

AI transforms all of these at the root.

AI is the externalization of human intelligence
and the accelerator of civilization.


2. AI Accelerates “Creative Destruction”

Schumpeter’s creative destruction referred to
the replacement of firms and industries.

But AI goes further:
it destroys and reconstructs institutions themselves.

  • Bureaucracy
  • Industrial policy
  • The education system
  • Administrative structures
  • Information monopolies
  • Vested interests

These will be made transparent, automated, and neutralized by AI.

AI is the Black Ships of civilization,
breaking through institutional exhaustion.

Just as the Black Ships shook the foundations of the feudal order,
AI is shaking the foundations of modern Japan’s exhausted institutions.


3. AI Is the Foundational Technology Supporting the “New Three Arrows” of Future Creation

The new Three Arrows
perfectly align with the foundations of an AI civilization.

① Normalization of Interest Rates (Restoring the Time System)

AI dramatically improves the accuracy of future prediction.
As a result, a civilization that places value on the future —
interest-rate normalization — becomes possible.

AI is the technology that visualizes the value of the future.

② Abolition of the Consumption Tax (Allocating Resources to the Future)

AI can quantitatively demonstrate the returns on investment
in education, childcare, and science & technology.

In other words,
it enables the optimal allocation of resources to the future.

The abolition of the consumption tax
is fully consistent with the future-oriented nature of an AI civilization.

③ Abolition of Industrial Policy (Opening the Door to Creative Destruction)

AI renders industrial policy meaningless.

  • Which industries will grow
  • Which technologies will dominate
  • Which companies will win

These are no longer decisions for centralized bureaucrats.

AI accelerates creative destruction,
and the market chooses the future.


4. AI Reconstructs the “Time System”

As discussed in Part 10,
the foundation of civilization lies in the time system (interest and discounting).

AI exponentially enhances:

  • Future prediction
  • Risk assessment
  • Investment decisions
  • Resource allocation
  • The speed of technological evolution

Through this, AI reconstructs the time system of civilization.

Just as the Black Ships forced Japan to confront
the “global standard time system,”
AI is forcing Japan to confront
the “future-standard time system.”


5. AI Is the Modern Version of “Japan–U.S. Amity and Civilizational Dialogue”

Japan–U.S. amity and reconciliation —
a theme that may well become my life’s work —
marked the beginning of a dialogue between civilizations.

AI is the modern counterpart of that dialogue.

  • Beyond borders
  • Beyond language
  • Beyond culture
  • Beyond values

Civilizations converse,
share knowledge,
and co-create the future.

AI is the technology that reboots civilizational dialogue.


6. The AI Civilization Is the Return of the “Spirit of Opening”

The essence of an AI civilization
is not closure, but opening.

  • Opening of information
  • Opening of knowledge
  • Opening of creation
  • Opening of institutions
  • Opening of the future

The spirit of “opening the country” at the end of the Edo period
is the civilizational foundation
for modern Japan to create its future.

AI revives that spirit in the present age.


7. Conclusion: The Dawn of the AI Civilization Is the Dawn of Future Creation

AI is not a technology that takes jobs.

AI is a technology that creates the future.

  • Reconstructing the time system
  • Accelerating creative destruction
  • Breaking through institutional exhaustion
  • Reviving the spirit of opening
  • Rebooting civilizational dialogue

The dawn of the AI civilization
is the dawn of Japan’s future creation.
