1. Prologue: Beyond Crisis Lies “Future Creation”

As explored throughout this series,
Japan now stands at a moment when the very foundations of civilization—
the credibility of its currency, the sustainability of its fiscal system,
and the predictability of its politics—are all beginning to shake.

  • Gold prices have risen roughly fivefold since Abenomics
  • The yen’s purchasing power has fallen to one-fifth
  • The government bond market is dysfunctional
  • OIS is beginning to expose policy falsehoods
  • Politics is becoming emotionalized (the Takaichi dissolution)

This is not merely an economic crisis.
It is the terminal stage of institutional exhaustion in civilizational history.

Yet crisis is not the end.
Crisis is the gateway through which civilization advances to a new stage.

2. AI Is Not the “Black Ships of the Meiji Restoration”

— It Is the Black Ships of the Late Tokugawa Era

Calling AI the “Black Ships of the Meiji Restoration” is mistaken.

The Meiji Restoration was defined by:

  • Enrich the country, strengthen the military
  • State capitalism
  • Bureaucratic control
  • Imperialism
  • Centralized industrial policy

These are the direct ancestors of Abenomics and Sanaenomics.

AI corresponds instead to
the Black Ships of the late Tokugawa era.

Those Black Ships:

  • Exposed Japan’s institutional exhaustion
  • Confronted Japan with the global civilization’s “time system” (interest and rates)
  • Revealed the limits of feudalism
  • Triggered opening, disruption, and creative chaos

They were an external civilizational pressure.

AI functions in the same way:

  • Destroying vested interests
  • Neutralizing bureaucratic control
  • Rendering industrial policy meaningless
  • Reconstructing the time system (interest and rates)
  • Accelerating creative destruction
  • Imposing new global civilizational standards

In short,
AI is the Black Ships of contemporary Japan.

3. The New “Three Arrows” of Future Creation

— Breaking Through Institutional Exhaustion and Rebooting Civilization**

The “New Three Arrows of Future Creation” I propose
align perfectly with the spirit of opening in the late Tokugawa era.

① Interest Rate Normalization (Restoring the Time System)

Interest rates are the compass of civilization.
When interest rates die, civilization loses its temporal orientation.

  • Investment benchmarks disappear
  • Debt risks become invisible
  • Currency values distort
  • Government bond markets cease functioning

Interest rate normalization means
restoring civilization’s time system.

The Black Ships of the late Tokugawa era
forced Japan to confront precisely this “global standard time system.”

② Abolition of the Consumption Tax

(Resource Allocation Toward the Future)

The consumption tax is
a penalty imposed on investment in the future—education, childcare, technology.

To create the future,
resources must be allocated not to the present but to the future:

  • Young people
  • Child-rearing
  • Education
  • Science and technology
  • AI research
  • Entrepreneurship

To concentrate resources here,
abolishing the consumption tax is indispensable.

The opening of the late Tokugawa era likewise
made “resource allocation toward the future” possible.

③ Abolition of Industrial Policy

(Open the Door to Creative Destruction)

Industrial policy protects vested interests and kills creation.

In the AI era,
free creation is the greatest source of value.

  • Bureaucratic control
  • Dependence on subsidies
  • Industrial protection
  • Preservation of vested interests

All of these are shackles
on civilization in the age of AI.

Abolishing industrial policy means
opening the gates to creative destruction.

The late-Tokugawa opening advanced civilization
precisely because it embraced creative chaos.

4. AI Is the Engine of Civilization

AI is not a substitute for labor.
AI is an accelerator of creation.

  • Knowledge production
  • Translation
  • Scientific research
  • Technological innovation
  • Business creation
  • Reconstruction of education
  • Administrative efficiency

AI is a technology
that reconstructs civilization’s time system.

Just as the Black Ships led Japan to open its doors,
AI is the Black Ships that lead Japan toward future creation.

5. Conclusion: Japan Stands at a Crossroads—

“Opening” or “Closing (Expulsion)”

The New Three Arrows of Future Creation are not mere policies:

  • Interest rate normalization = restoring civilization’s time system
  • Abolition of the consumption tax = allocating resources to the future
  • Abolition of industrial policy = opening to creative destruction
  • AI = the engine of civilization

This is the modern reappearance
of the opening spirit of the late Tokugawa era.

Japan now stands at a crossroads:
opening or stagnation, future creation or institutional exhaustion,
civilizational reboot or currency crisis.
